Lecture: APPLICABILITY ANALYSIS OF THE NEW REGULATION ON BUILDING NOISE CONTROL

Summary:
The regulation issued on May 2017 for protection of buildings against noise and acoustic classification of buildings, brings out obligations and responsibilities to various stakeholders. For efficient implementation of the regulation, careful organizations are needed such as supervision of constructions, acoustical testing, training, etc. in the one year transition period before the regulation come into force. One of the issue most discussed in the building sector during development stage of the regulation, was the possible effect of the regulation on monetary values of buildings. Aiming to provide some clarification on this issue, an investigation is conducted to make an assessment regarding the effect of change in acoustic class (i.e. from Class D to Class C which is accepted as the minimum class for the new buildings in the regulation) on the average cost of buildings. The study has first needed to renewal of the statistics of new building stock mostly applied in urban transformation areas including mass constructions of residential buildings. The methodology applied in the study involves two phases: Categorization of the typical building elements/constructions/ materials systematically according to the sound insulation performances. Calculation of the cost per m2 of element to make 4dB improvement by application of three different alternative solutions using different material and layer construction for each. The second phase of the study involves modelling the typical buildings selected from the above mentioned areas and three size of building units, i.e. less than 80 m2, 80-100 m2 and 100-150m2. It is searched how the improvement of 4 dB in building element's performance, influences the field performance of buildings and housing units and their acoustic classes. The study is not terminated yet however, it is expected that the analysis will provide an estimation about the range of percent increase in the total building cost. The paper will discuss the results of the study.
